What does Deuteronomy 4:43 mean?
These three cities served as places of refuge in ancient Israel where someone who accidentally killed another person could flee for safety. The law recognized that not every death was murder, and these designated towns offered protection from revenge while a fair judgment could be made. By scattering them across different regions on the east side of the Jordan River, the system ensured that no matter where someone lived, they had access to this mercy.
