What does Deuteronomy 31:15 mean?

God's presence became visible to the people of Israel at a critical moment—right when Moses was about to step down and Joshua was about to lead them forward. The pillar of cloud, which had guided them through the wilderness for forty years, appeared at the entrance of the Tent of Meeting (the portable sanctuary where God met with them) to reassure them that God wasn't abandoning them despite this change in leadership. This tangible sign of God's presence was meant to calm their fears and remind them that their relationship with God continued, regardless of who was leading them. It's a beautiful picture of how God shows up most visibly when we're facing transitions and uncertainty, standing at the threshold with us.
