What does Deuteronomy 19:7 mean?
Moses is instructing the Israelites to establish three designated cities of refuge in their territory, a practical response to a real problem: what happens when someone causes another's death by accident rather than intentional murder? In those days, a victim's family member might pursue and kill the person responsible for their loved one's death, unable to distinguish between accident and crime.
