What does 2 Chronicles 11:6 mean?

King Rehoboam, after the kingdom split between north and south, was strengthening Judah's defenses by fortifying key cities. Bethlehem, Etam, and Tekoa were strategic locations south of Jerusalem that he rebuilt or reinforced to protect his territory and people from invasion. This brief mention tells us something important about leadership during uncertain times: when circumstances change drastically, wise leaders focus on practical protection and stability for those under their care. Even in a moment of national division and loss, Rehoboam's response was to build and prepare rather than despair.
