God is telling Samuel to invite Jesse to a religious ceremony in his town, making the visit seem routine and unsuspicious. While Jesse and his sons are there, God will reveal which one should become king—and Samuel's job will be to secretly anoint that person with oil, a sign of God's choosing. This matters because Saul, the current king, has lost God's favor, and if he found out about this plan too early, he'd likely react with violence. Samuel is being given both a cover story and a promise: he doesn't need to figure out who the next king should be on his own. He just needs to show up and watch for God's guidance.
