What does 1 Samuel 15:8 mean?

King Saul has just won a battle against the Amalekites, an enemy nation of Israel. However, there's a problem hidden in this victory: Saul kept Agag, their king, alive when God's command through the prophet Samuel was to destroy everything completely. It's one of those moments where doing things mostly right still falls short of obedience. This verse sets up one of the Bible's harder passages about what happens when someone in power decides their own judgment matters more than following through on what they've been asked to do, even when the stakes are supposedly life and death.
