What does Zephaniah 1:6 mean?

Zephaniah is describing people who've drifted away from God in two different ways: some once knew Him but stepped back, while others never really sought Him out at all. Both groups share the same problem, just from different starting points. The prophet isn't mainly interested in condemning them, but rather in naming what happens when people become indifferent to God, whether through active rebellion or simple neglect. It's a sobering reminder that distance from God happens not just through dramatic turning away, but also through the quiet choice to stop looking, to stop asking, to stop paying attention.
