What does Zechariah 8:11 mean?

God is speaking to the people who survived exile and have returned to rebuild Jerusalem, letting them know that his approach toward them is changing. Rather than continuing to punish and scatter them as he did before, he's shifting into a season of restoration and care. This isn't God becoming less committed to justice, but rather him moving from a period of discipline into a period of rebuilding, where his strength and protection will work on their behalf instead of against them.
