What does Zechariah 11:15 mean?

God is asking the prophet Zechariah to act out another difficult symbolic message. In the previous chapter, Zechariah had played the role of a faithful shepherd, but that role didn't work out as hoped. Now he's being called to take on the opposite role: a foolish, neglectful shepherd who doesn't care for the flock. This strange instruction sets up a vivid acted parable about what happens when leaders fail their people. Through Zechariah's performance of this foolish shepherd, God was showing Israel what would happen under bad leadership, and how deeply that failure would wound the community. It's uncomfortable, yes, but sometimes God asks his messengers to demonstrate hard truths in tangible ways so people might finally understand and turn around.
