What does Zechariah 1:3 mean?

God is inviting His people back into relationship with Him, offering something beautifully mutual: if they turn toward Him, He will turn toward them. This comes after the Babylonian exile, when the people had drifted far from God and faced real consequences, so the invitation carries both humility and hope. The repetition of "Yahweh of Armies" emphasizes God's power and authority, yet He's using that strength not to condemn but to welcome them home.
