What does Zechariah 1:17 mean?

After exile and hardship, God's people needed to hear that their future wasn't finished. This promise came through the prophet Zechariah when Jerusalem was rebuilding from ruins, and the people were discouraged and exhausted. God wanted them to know that prosperity would return, Zion would be comforted, and Jerusalem would be chosen and restored.
