What does Romans 3:21 mean?

Paul is announcing something genuinely new: God's way of making us right with him no longer depends on keeping the rules perfectly. Instead, this righteousness comes through faith in Christ, and it's a gift rather than something we earn. What's striking is that Paul doesn't say this contradicts the Old Testament, but rather that the law and prophets actually pointed toward this all along, like they were preparing the way for it.
