Therefore you need to be in subjection, not only because of the wrath, but also for conscience’ sake.

What does Romans 13:5 mean?

Paul is saying that obedience to civil authorities matters on two levels. The first reason is practical: disobedience brings real consequences, and it makes sense to avoid those. But the deeper reason is that living peacefully and orderly in society is actually right, and our own conscience should tell us that. It's not just about fear of punishment—it's about recognizing that respecting laws and authorities reflects how we want to live. This matters especially when you're struggling, because doing what's right internally, not just outwardly, brings a kind of peace that fear alone never could.
