Romans 11:32
“For God has shut up all to disobedience, that he might have mercy on all.”
What does Romans 11:32 mean?
Paul is describing something that might seem harsh at first: God has allowed all of us, without exception, to experience the reality of our own failure and need. Jews and Gentiles alike have been "shut up" to disobedience, meaning we've all hit the wall of our own limitations and sinfulness. But here's the stunning point: God didn't do this to condemn us permanently. He did it so that when mercy comes, it would be available to everyone, with no one able to claim they earned it through their own goodness. It's Paul's way of saying that our common human weakness is actually the doorway through which God's grace reaches us all equally.
