What does Psalms 89:7 mean?

God is being described here as someone whose presence commands reverence and awe among all the spiritual beings in heaven. The "council of the holy ones" refers to the gathering of angels or heavenly beings who exist in God's presence, and even they recognize God's supreme power and majesty. The psalmist is reminding us that if the most exalted creatures in creation stand in fear and wonder before God, how much more should we approach him with humility and respect. This isn't meant to drive us away, but rather to help us understand that we're encountering someone far greater than ourselves, someone worthy of our deepest trust and reverence.
