What does Psalms 89:25 mean?

God is promising to give the king an extraordinarily wide reach and authority, extending his power over both the sea and the rivers. In the ancient world, control over water meant control over trade, transportation, food sources, and survival itself, so these words paint a picture of complete dominion. This isn't just about physical territory, but about establishing a ruler who will have the strength and capability to protect and provide for his people across all the lands they could possibly need. It's a promise of security and abundance flowing from God's hand to the king's hand to the people.
