What does Psalms 74:20 mean?

The psalmist is crying out to God in desperation, reminding him of the promises he made to his people. He's essentially saying, "God, look at how dark and broken things have become, with cruelty and injustice spreading everywhere, so please remember what you swore to do and act on it." It's the kind of prayer someone prays when they feel abandoned, when they need God to show up and be faithful to his word. The underlying message is both a plea and a confidence: that God's covenant commitments are real and can be called upon, even in the worst of times.
