What does Psalms 48:11 mean?

When the psalmist calls Mount Zion and the daughters of Judah to rejoice over God's judgments, he's inviting God's people to celebrate not punishment, but justice and righteousness. God's judgments here mean his fair rulings and his protection of the vulnerable, his faithfulness to do what is right. There's a deep relief in knowing that someone trustworthy is in charge, that things won't stay broken or wrong forever.
