What does Psalms 18:31 mean?

The psalmist is celebrating God's absolute uniqueness and unshakeable reliability. There's no one else like God, and no one else can be trusted the way God can be, so the question "who is God, except Yahweh?" really means "no one else compares." When the psalm calls God a rock, it's drawing on an image deeply familiar to ancient people: something solid, unchanging, and strong enough to stand on when everything around you feels unstable. The writer is reassuring both himself and anyone listening that in a world of uncertainty, God alone is the foundation worth building your life upon.
