What does Psalms 119:149 mean?

The psalmist is in deep distress and appeals to God's character in two ways. First, he asks God to listen to his cry based on God's loving kindness, that steadfast compassion that doesn't depend on whether we deserve it. Second, he asks to be revived (given new life, strength, or hope) according to God's ordinances, meaning God's established ways of justice and mercy that have always guided His people. What's beautiful here is that the prayer holds two truths together: God's grace is free and generous, but it also operates within God's faithful, trustworthy nature.
