What does Proverbs 28:27 mean?

Generosity toward those struggling creates its own kind of blessing, while turning away from their need invites hardship into your own life. This isn't quite a guarantee that you'll become wealthy if you help others, but rather wisdom about how closed hearts tend to close doors for us too. When we notice suffering around us and choose to respond with even small acts of help, we're living in alignment with how the world actually works: connection and openness bring favor, while selfishness and indifference isolate us and make enemies of both people and circumstance. The point is that a life turned toward others is fundamentally different from a life turned inward, and the difference shows.
