What does Numbers 35:29 mean?

God is telling the Israelites that the laws He's just given them (in this case, about cities of refuge and protection for those accused of crimes) aren't temporary rules for one generation. They're meant to structure their entire community life, wherever they settle and for as long as they exist as a people. The emphasis on "throughout your generations in all your dwellings" shows that God cares about justice and mercy being woven into the everyday fabric of how people live together. These aren't rules for special occasions, but the kind of principles that should guide how communities protect the vulnerable and handle serious matters, again and again, year after year.
