What does Numbers 31:13 mean?

When the Israelite soldiers returned from battle, their leaders went out personally to greet them, showing honor and accountability. Moses, the spiritual leader Eleazar, and the community's representatives didn't wait passively in camp but moved toward the people, signaling that leadership means meeting others where they are. This kind of active, visible presence matters, especially when people have been through difficult things and need to know they're seen and their experiences acknowledged by those in charge.
