What does Numbers 28:10 mean?

On the Sabbath, Israel made an extra burnt offering beyond what they already sacrificed every single day. This meant that the day of rest actually involved more worship and ceremony, not less, showing how seriously they took setting that day apart as holy. The additional offering acknowledged that Sabbath was different and deserved special honor.
