What does Numbers 23:28 mean?

Balak, the king of Moab, keeps moving Balaam to different hilltops, hoping that a change of location will finally produce the curse he's desperately paying for. This particular mountain offers a sweeping view of the desert and the Israelite camp below, as if a better vantage point might give Balaam better "results." What's touching in this moment is how futilely Balak searches for control, climbing higher and higher in his anxiety, not yet grasping that no view, no location, and no amount of money can override what God has already decided.
