“Balaam said to Balak, “Behold, I have come to you. Have I now any power at all to speak anything? The word that God puts in my mouth, that shall I speak.””
What does Numbers 22:38 mean?
Balaam is reminding King Balak of something important right at the start of their meeting: he can only say what God allows him to say.
