What does Numbers 17:13 mean?

The Israelites are terrified after witnessing God's judgment against those who challenged Moses' authority. They're watching people die for coming too close to the sacred tent where God dwells, and they're asking in desperation: Are we all going to die just by existing near this holy place? This captures a real spiritual crisis. The people understood that God is holy and dangerous, but they also felt trapped, unable to even live safely in their own camp. Their fear points to something true: approaching God's presence without proper preparation or respect does carry weight and consequence. Yet their panic also shows they haven't yet grasped God's intention, which was never to destroy everyone indiscriminately, but to establish clear boundaries so they could live in his presence safely through prescribed means. The terror in this question hints at why God later provided priests, offerings, and specific protocols, all designed to make relationship with him possible rather than fatal.
