What does Numbers 13:28 mean?

The Israelite spies who scouted Canaan are reporting back honestly about what they found, and their words carry real weight. Yes, the land is as good as promised, but the obstacles are intimidating: the people there are powerful, their cities are heavily defended, and they've even spotted giants (the Anak).
