What does Numbers 1:3 mean?

God is asking Moses and Aaron to register all the men in Israel who are old enough and physically capable of fighting. This wasn't just about military strength, though: in the ancient world, a census like this also established tribal identity and belonging in the community. The counting itself mattered because it honored each person's place in God's people.
