What does Nehemiah 9:16 mean?

The Israelites and their ancestors had a pattern of resisting God, even after witnessing His power and provision. "Hardening their neck" is an image from animal training: like an ox that refuses to be guided, they stiffened themselves against God's direction and turned a deaf ear to His instructions. What makes this verse poignant is that Nehemiah is praying this confession on behalf of his people, acknowledging their history of stubborn disobedience without making excuses.
