What does Luke 9:7 mean?
Herod was the regional ruler who had executed John the Baptist, and now reports about Jesus' miracles and teaching are reaching his ears. The guilt and confusion he feels suggests that deep down, he knows what he did was wrong, and the rumors of John's resurrection terrify him. Sometimes when we've hurt someone or made a serious mistake, news of similar activity can shake us in unexpected ways, stirring up fear instead of letting us move forward. Herod's perplexity reminds us that conscience doesn't simply disappear when we try to ignore it.
