What does Leviticus 4:33 mean?

In the ancient temple system, laying hands on an animal's head was how someone transferred their guilt to that creature, making it their substitute before God. The person bringing the offering essentially said through this gesture, "This animal goes to death in my place because I've done wrong." By killing it right where burnt offerings were made, the whole community could see that sin had serious consequences, yet there was a way to make things right with God through a prescribed sacrifice rather than facing judgment directly.
