What does Leviticus 26:41 mean?

God is describing what happens when people turn away from him: he allows them to face the consequences of their choices, including being defeated by their enemies. The phrase "uncircumcised heart" refers to a heart that's stubborn and closed off, resistant to God's ways. But here's the grace in it: if people's pride finally breaks and they become humble enough to accept responsibility for what they've done wrong, there's an opening for restoration. The point is that sometimes we need to hit a difficult place before we're willing to admit we've been on the wrong path and actually change course.
