What does Leviticus 16:8 mean?
On the Day of Atonement, Israel's high priest Aaron had to choose between two goats using a random method, and that choice determined each goat's fate. One would be sacrificed as an offering to God, while the other would be sent into the wilderness carrying the people's sins, symbolically removing their wrongdoing far away. The casting of lots removed human preference from the decision, making it feel like God's own selection.
