“The priest, who is anointed and who is consecrated to be priest in his father’s place, shall make the atonement, and shall put on the linen garments, even the holy garments.”
What does Leviticus 16:32 mean?
On the Day of Atonement, a special responsibility fell to the high priest who had been set apart and trained to take his father's place in this sacred role. He alone would wear the plain linen clothes (not his usual elaborate priestly garments) and perform the elaborate rituals of confession and sacrifice that were meant to restore the relationship between God and all of Israel.
