What does Lamentations 4:17 mean?

The people of Jerusalem have exhausted themselves searching the horizon for rescue that never comes. They kept straining their eyes, hoping some powerful nation would come to their aid during the city's siege and destruction, but that salvation never arrived. This captures the ache of desperation when we've looked everywhere for help and found only disappointment. The repetition of "watching we have watched" emphasizes how long and how intently they waited, making the silence and absence even more painful.
