What does Judges 11:9 mean?
Jephthah is essentially asking for a formal commitment before he agrees to lead Gilead's army against the Ammonites. He's been driven out as an outcast before, so he wants assurance that if he wins this battle for them, they'll actually accept him as their leader instead of casting him aside again. It's a reasonable condition: he's willing to risk his life for his people, but only if they're willing to truly make him part of their community afterward.
