What does Joshua 21:9 mean?

After the Israelites settled in the promised land, they needed to set aside cities for the Levites, who were the priests and religious leaders and didn't receive their own territory like the other tribes. This verse introduces the specific cities that came from the territories of Judah and Simeon, the two largest southern tribes, to fulfill this obligation. It's part of a detailed list showing how the whole community made room for those who served in worship and spiritual care. The careful naming of these places reflects both the importance of honoring God's servants and the practical reality that communities had to actually sacrifice and redistribute their land to do it.
