What does Joshua 21:39 mean?

This verse concludes a list of towns given to the Levites (the priestly tribe) in the land east of the Jordan River. Heshbon and Jazer were significant settlements in that region, each with surrounding pastureland where the Levites could keep their flocks. By assigning these four cities to the Levites, the Israelite community was providing them with a stable home and livelihood, since the Levites didn't receive a regular inheritance of land like the other tribes did. It's a practical reminder that caring for those who served in spiritual roles was built into Israel's community structure from the beginning.
