What does Joshua 21:35 mean?
This verse is part of a detailed inventory of cities given to the Levites, who served as priests and temple workers but didn't receive their own territory like the other tribes. Instead, they were scattered throughout Israel's land in specific towns where they could serve all the people spiritually and teach God's law. Dimnah and Nahalal were two such cities in the territory of Zebulun, each with surrounding pastureland (the "suburbs") where the Levites could keep their livestock. The phrase "four cities" refers to the total number of Levitical cities in that particular region.
