What does Joshua 21:28 mean?

This verse is part of a detailed list of towns given to the Levites, who were set apart for religious duties in ancient Israel and needed their own settlements since they didn't inherit land like other tribes. The Levites couldn't support themselves through farming or herding, so other tribes provided them with specific towns and surrounding pasture lands where they could live and be sustained by the community. Kishion and Daberath were two such towns allocated from the territory of Issachar, a tribe located in northern Israel.
