What does Joshua 20:2 mean?

God is reminding Joshua to set up something Moses had already taught the people about: cities where someone who accidentally killed another person could go for safety. These weren't places to hide from justice, but rather legal sanctuaries where someone's case could be fairly heard before any family member sought revenge in anger. It's a picture of how God cares about both justice and mercy, making sure that a person's whole life isn't destroyed by a tragic accident. This command shows Joshua continuing Moses' work and God's consistent care for protecting the vulnerable.
