What does Joshua 18:2 mean?

By this point in Joshua's leadership, the initial conquest of Canaan was essentially complete, yet most of the land still needed to be formally distributed among the tribes. Seven tribes hadn't yet received their assigned territories, while others (like Judah and Joseph's descendants) had already settled theirs. Joshua was about to gather these seven tribes and use the casting of lots to fairly divide the remaining land, ensuring everyone received their portion.
