What does John 7:22 mean?

Jesus is making a practical point in an argument about keeping the law. He's reminding his listeners that they perform circumcision on the eighth day after a boy's birth, even when that day falls on the Sabbath, which would normally prohibit work. Since circumcision was commanded in the Torah and they consider it important enough to override the Sabbath rest, Jesus is suggesting they should be equally willing to allow healing work (his own) on the Sabbath. He's not questioning the value of circumcision but using their own priorities to show they already make exceptions to Sabbath rules when something they consider sacred is at stake.
