What does Joel 2:29 mean?

God is making a promise here that his Spirit will be given generously and without the usual boundaries. In Joel's time, the Spirit was often associated with prophets, priests, and kings—people in positions of authority. But this verse says the Spirit will come even to servants and handmaids, the people with the least power and status in society. It's God's way of saying that his presence and blessing aren't reserved for the elite or the impressive. When you're feeling overlooked or think your station in life disqualifies you from God's attention, this verse reminds you that God pours out his Spirit on everyone willing to receive it, regardless of where you stand in the world's eyes.
