What does Job 36:31 mean?
Elihu is describing how God's power shows itself through the natural world—the rain and storms that sustain crops and keep people alive. When he says God "judges the people" through these things, he means that God uses creation itself to reveal what matters: we depend entirely on him for survival, and we can't control or manipulate that dependence away. The second part is meant as reassurance. Even while God holds us accountable through the way the world works, he also provides generously.
