What does Jeremiah 6:3 mean?

This is Jeremiah's image of an invading army surrounding Jerusalem, though he describes them using the language of shepherds and their flocks. The "her" refers to the city, which will be encircled by enemies who will consume everything in the land, just as grazing animals strip vegetation bare. It's a stark warning that judgment is coming and there will be no escape, no corner of the land left untouched.
