What does Jeremiah 42:21 mean?

Jeremiah is speaking to the people of Judah after they've asked him to pray and seek God's guidance about where they should go. He brings them God's answer, but then immediately points out something painful: they've been ignoring God's messages all along, and he suspects they'll ignore this one too. The prophet knows that asking for guidance and actually following it are two very different things. He's gently (and honestly) calling out the gap between their desire to know God's will and their willingness to actually do it, something many of us recognize in ourselves when we're in seasons of uncertainty or fear.
