What does Jeremiah 38:3 mean?

God is telling Jeremiah that Jerusalem's fall is certain, no matter how much the people might resist or hope otherwise. The Babylonian army will capture the city because God has determined it, and fighting against that reality won't change the outcome. This wasn't meant to be cruel news, but rather an urgent call to surrender to God's will, since stubbornness would only bring needless suffering and death.
