What does Jeremiah 33:2 mean?

The prophet Jeremiah is speaking on God's behalf during a time of exile and heartbreak for Jerusalem. God is reminding the people that despite their circumstances, he is the one actively shaping what will happen next, not the invading armies or political powers that seem to have the upper hand. The repetition of God's name three times emphasizes his authority and reliability, as if to say, "Pay attention, this matters." Even in their darkest hour, God wants them to know he's not passive or defeated, but deliberately working to restore what has been broken.
